§ 4.1. The City Council.

  • The legislative powers of the City, except as reserved by this Charter, shall be vested in a Council consisting of the Mayor and four Councilmen elected at large on a nonpartisan basis. Following the 1991 election, or upon the earlier resignation from office of the Mayor elected in 1987, the legislative powers of the City, except as reserved by this Charter, shall be vested in a Council consisting of five Councilmen elected at large on a nonpartisan basis, one of whom shall be designated by the City Council as Mayor. The Council shall have power and authority to adopt such ordinances and resolutions as it shall deem proper in the exercise of its powers.
