§ 4.13. Mayor.

The Mayor shall be the executive officer of the City. He shall preside at all meetings of the Council and be a member thereof for all purposes. He shall speak on and vote at such meetings in the same manner as any other member of the Council. He shall be the official head of the City for ceremonial purposes and for the purpose of military law and the service of legal process upon the City. He shall not have the right of veto.
