§ 654.01. DISORDERLY CONDUCT.

  • No person shall commit a disorderly act in the City. The following persons shall be deemed to be committing a disorderly act: any person found loitering or with whom lost or stolen goods are found; any person who shall be found in any highway or public place within the City while under the influence of drugs or intoxicating liquor; any person engaged in any indecent, improper or obscene conduct in any public place; any person who shall make, or cause to be made, any improper or unnecessary noise, disturbance or riot; any person who shall use any indecent, insulting or immoral language; any person who shall collect crowds or groups for any unlawful or mischievous purpose to the annoyance or inconvenience of citizens or others; any person who shall be found jostling or roughly crowding people unnecessarily in any public place; any person who makes use of any highway or public place in such a manner as to obstruct or annoy any other person.
