§ 1050.21. CONTRACT BETWEEN CITY AND PROPERTY OWNER.

The City may enter into a contract with a property owner for construction of any local improvement for which a special assessment may be levied, so as to provide for the payment of such improvement by means of a special assessment. The requirements of Sections 1050.03 through 1050.11, as amended, shall not apply to such a contract.
